Mr. William Smith has 33 years of law enforcement experience combining municipal
police and Federal service. Smith is a Special Agent with the Federal Bureau of
Investigation and has conducted criminal investigations such as violent crime against
children, gang and drug investigations, public corruption, and complex white collar crime
investigations. He had led and managed the FBI Lehigh Valley Violent Gang Task
Force, a unit consisting of local, state, and federal law enforcement combatting violent
crime committed by gangs in the Lehigh Valley area. Smith has also conducted national
security and cyber investigations against state sponsored actors in the FBI New York
and Philadelphia Divisions.
Smith has been a hostage/crisis negotiator since 1997 and has served on multiple
emergency response teams throughout his career. Smith is responsible for responding
to federal hostage/crisis incidents as well as supporting municipal, state, and federal law
enforcement agencies during crisis incidents. During his FBI Career, he had assisted
with domestic and international kidnappings by criminal and terrorist organizations.
Smith, who is a former Team Leader of the FBI New York Field Office Crisis Negotiation
Team and current Team Leader of the FBI Philadelphia Negotiator Team, is also an
instructor to various law enforcement agencies on hostage/crisis negotiations FBI
certification. He had assisted with crisis negotiation instruction at the FBI Academy in
Quantico, Virginia to international and domestic police officers as well as federal agents.
He had also instructed crisis negotiation courses internationally and is scheduled to
attend the London Metropolitan/Scotland Metropolitan Police Departments Crisis
Negotiation Course in June. He is a member of the Delaware Valley Negotiator's
Association and acts in an advisory role for regional negotiator teams.
Smith is a firearms instructor for the FBI responsible for qualifying agents on their
weapons systems. He was also a firearms instructor at the FBI Academy instructing
new agent training.
Smith has been and Adjunct Instructor since 2019 for DeSales University in the Homeland Security and Criminal Justice Departments.
